I have lived with that for some years, and occasionally turn off MD and get some respite for a while, bit of course it keeps coming back. Now it seems that, once scanned and approved, the scs are OK for a while, but elapsed time, or logging off then on, resets MD and it starts 'checking' all over again. It rather spoils the point of the snappy pop-out capability. This can result in a delay of many seconds. What is worse is that, on opening a folder, it appears that MD insists on scanning each executable to which the scs point, and until it is happy it won't show the contents of the folder. So what is the problem? It seems that no matter how hard I try, I cannot get MD to accept that the folders only contain shortcuts to programs I trust - I can attempt to add them to 'trusted places' or whatever, but if that ever works it doesn't stick. That seems to have worked since Windows 7, and I have been happy with it.

Now Windows 10 has the useless '2-levels and that's it' start menu, I have had to abandon it - it can't even manage to auto-popup with 2 levels! But someone some years back explained how to create a personalised toolbar, which can point to a nested folder structure of one's choosing, and it manages to pop-out the sub-folders and items without appearing to overly tax the system. It saved mouse clicks, and allowed me to create nested menus in a hierarchy that made sense to me. Before I explain how I (may) have done it, you might ask 'why?': well, I miss the old XP-style pop-up start-menu, last seen on Vista I believe. I think I've read most of the good advice on these forums, but lately it seems that Microsoft Defender (new name, old antics) really does not want to be turned off.
